Solved XP programs take long to start but fast afterwards

Specs: Windows XP Pro SP3, 1gb

ACER Veriton 7600G
2.8Ghz P4 HT
3GB PC3200 DDR RAM
320GB SATA Hard Drive
Fresh copy of XP Pro SP3 all updates

I've been working on this PC. Programs take a long time to start but when they do they are as fast as they are supposed to be. Even basic programs are affected. I've tried different hard drives, mice, keyboards, and even other versions of XP, all do exactly the same thing. XP always starts fast with this system but I've seen this happen on other PC's I've worked on. I've fixed the problem on some a long time ago but I can't remember at all what I did, it might even be just some setting.

Did you load the SATA drivers at the start of XP setup? Which anti-virus program are you running? What else do you have installed? Have you tweaked XP for best performance? Have you run MSCONFIG to disable unnecessary startup apps from loading & running in the background?

SATA drivers are installed. I have Microsoft Security Essentials for AV and Malwarebytes and Ccleaner for manual AV. This is a very fresh copy of Windows that I have used many times and never had this problem no matter what was running or installed. In Task Manager there is nothing taking up CPU power. This install with the programs I put on are exactly the same way I've always re-installed XP. I tried the "clean boot" and it changed nothing. Internet plugged in and not plugged in, still the same.

I have the above installed plus Nero 8. That's pretty much it.

I removed MSE and programs start immediately except for Malwarebytes. I don't know why it would delay 7 seconds when on other older PC's it starts faster.
