XP problem on install

OS: xp home s2
CPU/Ram: amd athlonxp3200+ /elixir

Doing a fresh install makes in to the microsoft acknowledgement screen but doesn't allow me to input F8 (I accept). The only key that does work is the esc which means (don't accept) I formatted maxtor 250gb ata133 int with the win recovery.

is it a wireless keyboard? on my microsoft wireless keyboard for me to use any of the F1- F12 keys i have to hit Flock first which in the upper right hand corner...then they work...but esc. always works
