XP Pro won't turn shutdown

Hi, When i got ot shut my computer down it does not turn my power off. When I dont have APM checked it goes to the screen where it says it is now safe to turn off your computer. But when APM is checked my computer does not go past the blue screen where it says Windows is shutting down. I did have Ez CD CREATOR but i couldnt find a uninstall link so i tried to uninstall it from my installation file but i dunno if that worked or not. Can some1 help me please?
