XP Pro SP3 not shutting down

I updated my operating system from SP2 to SP3 and now when I shut my computer off it says saving setting as it should and the screen will go black but the CPU is still running and doesn't actually shut down.

Do you have it set to automatic windows updates ? Try disabling that.
