xp pro shut down problems

I was told that the shut down problem with xp pro hanginging at saving settings is caused when you have a cd burner installed, the guy that built my computer said that xp pro will shut down without hanging as long as no cd burner is installed. when you remove the burner it will shut off but with the burner installed it will hang.
