OS is XP Home.
I was helping a friend install a wireless router and changed network settings to allow file sharing.
Ran Network Wizard which completed and asked to reboot.
Now it will just go to screen to boot in safe mode, safe mode with networking, last known good configuration, normal-- If normal, it just continues to flash on blue screen and return to previous menu with those choices
-- I tried last known good configuration, still return to same menu
-- Booted in safe mode and tried system recovery, still did not work and returns to same screen

It looks like XP is trying to boot as a server and it cannot act as a server.
Boot to safe mode and Click on start/run and type in sfc /scannow. This will repair any damaged files on your system and may correct it.
If it still don't work, boot with the XP cd and go to the repair console and type in FIXBOOT and then FIXMBR.
