If you want people to help you with your problem(s), you need to tell us a little more about your PC. Also, what did you do or install before your DVD/RW die? See, you NEED to describe a bit more than your original message. How would you feel, if you were a mechanic, if somebody calls you up and says, "Hey, my car doesn't run!!!"

Check in the Device Manager to see if the icons for the devices are there or not. If not, you need to install the drivers.
I can see these 2 drives in the device manager with yellow colored exclaimation. I dont remember what I installed. It used to work initially, I tried to install XP over XP, but still the problem remains.. Is there any check I can do in the registry to see if something is missing?

That indicates the device has a problem, such as a resource conflict.
Try to uninstall the driver, and reinstall it.

Right-click the device->Properties->Resources tab->the Conflicting Device List identifies the resource conflict.
I tried uninstall and install.. It didnt work.. I dont see resource tab in the properties of the device. It says 'Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)'
See if you can remove them (yellow) devices while in safe mode, then reinstall the motherboard chipset drivers + ide one and run a sfc /SCANNOW to make sure the XP system files are intact.
