xp networking via usb/ethernet adapter

I am running an XP Pro box on a network hub with a 98fe box and ME box. I have run the wizard then manually configured all 3 pc's for 192.168.0.x/255.255.255.0, enabled netbios over tcp/ip, disabled dhcp, turned off the firewall, checked the cables, tried all the usual steps. What I get is the 98 and ME boxes can see each other, the xp box can see itself, but i can't get the xp box to see the 98 or the ME, and they of course can't see the xp box. The xp box can see the changes to the 98 and ME boxes names but i get a message that I may not have permission to acces the network. Looking in the event logs i see that browser elections are forced and the 98 and ME box are alternately claiming to be master browser. I edited the xp registry to force it to be the browse master on the network. uninstalled all the devices, re-installed them, have made a new workgroup between the 98 and ME pc's, attempted to add (manually) the xp box to the network, all to no avail. Any suggestions?

add nwlink netbios ipx/spx to xp

and ipx/spx to 98 and me

always try to access the resource thru \\computer name

be certain all firewalls are removed
