I followed all instructions on how to install a new boot screen for WinXP and as soon as i had installed it, i restarted my computer and now it will get to the new boot screen, and load, then the boot screen will disappear and the computer restarts. I've tried going in with Safe Mode, Last known good config., and all those "F8 Menu" commands. NOTHING works. Please help!

Starting System Restore Tool from Command Prompt
Start your computer to Safe Mode with Command Prompt.NOTE: You must log on as the administrator or a user that has administrator rights.
At the command prompt, type %systemroot%\system32\restore\rstrui.exe, and then press ENTER.
Follow the instructions on the screen to begin restoring your computer to a previous, functional state.

Or you could try this.
Start your computer with the Windows boot disks, or with the Windows CD-ROM if your computer supports starting from the CD-ROM drive.
When the Welcome to Setup dialog box is displayed, press R to repair, and then press C to start Recovery Console.
Choose to install Windows and log on to your computer with the Administrator account.
From the %SystemRoot%\System32 folder at the command prompt, type listsvc, and then press ENTER.
Locate the service or driver that is causing the problem in the list that is provided.NOTE: If you select the wrong service or device, you may experience more problems.
Type disable servicename (where servicename is the name of the service), and then press ENTER.NOTE: The disable command prints the old start_type of the service before resetting it to SERVICE_DISABLED. You should record the old start_type, in case you need to re-enable the service.
Type exit, and the computer restarts automatically. Allow the computer to boot normally.

I can't start it in safe mode, it restarts before it can boot into safe mode. And it won't boot when i have the cd in the drive either. I read somewhere that if you can get into BIOS you can change where it looks for boot files, anybody know wut to do for that?

During POST it will tell you which key to press to enter setup. If you don't see it look in your motherboard book for info on that. Once in the BIOS setup go into advance BIOS options and change the boot order. You will want your CDROM to be your first boot device.

I figured it out! Thanks for all the suggestions though. Luckily, before i changed the boot screen, i made a backup. I went on my other computer, made some winxp startup disks. When they were done i put them in, rebooted the computer and got into Recovery Console. From there, i went into the system32 folder, and renamed the new "problem" boot screen, and put the old backup copy i had made in its place. I rebooted after that and everything works fine now. Thanks again for all the suggestions!
