XP is pissing me off!

OK, whenever i try to install a new application , connect to my network etc. it says to contact my admin, and something that i am in safe mode.
if your in safe mode, simply restart the computer via start menu/ shutdown/ restart. And it should boot up into windows xp (not in safe mode)
If still does put u in safe mode reply back here.

Is this the message you're getting:
"Error 1719. The Windows Installer Service could not be accessed. You may be running in safe mode or Windows Installer may not be correctly installed."
