I got this error once when the existing driver on the system for the CD ROM drive failed once Windows installation handed the control over from the installation drivers to the Windows driver.
This was on an in-place installation - problem was resolved by doing a fresh installation which forced windows to reload the driver instead of attempting to use the corrupted/bad one over and over.

This problem has been associated with a damaged or dirty install CD, corruption during the install, and certain CD drives. There are a few things you could try:
Carefully clean the CD and re-try.
Temporarily disable DMA on the CD drive's IDE channel (from the BIOS).
If you have another computer with a CD burner, create a backup copy of the install CD, perhaps recording to a disc image on the hard drive and then to a new CD with "disc at once" mode. Try the new copy.
