xp installation disk wont run

Hi,
I have 2 hard drives in my pc (one that came with i, 140gb) and one I recently bought ( 5oogb)
The 140gb one started to have a few problems and my internet began to play up and not load certain sites. I had partitioned it and ran my windows xp on one partiton and kept my downloaded stuff on the other partiton.
When i installed the 500gb drive I partioned that to do the same as i was with the other one. I then wanted to format my old one so i could keep downloaded stuff onm there too but for some reason windows wont let me.
My pc has really slowed down in the last couple of weeks so i want to do a clean install on the 500gb drive .I have gone into bios and change the bootable drives aroung so the cd should boot up on start up but the cd starts to spin and then windows xp just loads normally.
Does anyone know how i can get the disk to run from boot up as I really need to sort my computer out as its driving me bananas. Any suggestions would be very helpful
If you have the hard drives selected to start after the cdrom, try selecting only the cdrom drive to start and then select that the hard drives are disabled. When prompted select the drive you want to do the installation on.
