XP Home and admin rights?

I seem to be doing something wrong when I reinstall XP home. For some reason I don't seem to be getting full admin rights. I am the only user on this laptop (personal laptop...not work or anything that needs anyones input or approval). How can I set it up so I have full admin rights. Example: When I go into msconfig and make a startup change it tells me I don't have administrator rights. This is on a fresh install of XP home. I thought that every system has to have at least one admin type account. Do I need to create this somehow during the install? What am I missing?

In case it matters: it's a Gateway M520 laptop and I'm using the restore disc that came with it to reinstall the OS.

If worse comes to worse, there is an Admin. Account at Windows Safe-Mode Login.
My guess is -- When XP does its actual first time startup, you are shown a display where you list all users that are going to use the computer. Maybe you type your name in on the wrong line, or did not type any name in.
