XP hangs on saving your settings

Specs: Windows XP Media Center E, 1.8 duo core/1gb
Hi there,
My laptop is hanging each time i restart, it gets stuck on 'saving your settings'
I checked out google and most of it relates to a bug that was fixed in sp1 so it's not that...i've also disabled the welcome screen as that was another possible solution...

Anyone know what the heck is going on?

PS: I've just rebvlasted my pc as well...

well ... when you're just after 'basically rebuilding' you dell laptop, have you made sure all connectors (i.e. ide cables) are seated properly?
