XP hangs on reboot

Windows XP hangs on a normal reboot. The loading screen will freeze at the moment it's supposed to jump from the loading screen (with the green loading bar) to the blue welcome screen.
I've tried using Microsoft's bootvis, but that didn't fix it, nor did it help me determine what's causing the problem.
When I use the reset button and select 'normal startup' from the windows boot up menu (the one which allows me to start up in safe mode) everything boots up just fine.
Any ideas on how to determine what's causing the boot up process to freeze would be appreciated.

Did your windows start to freeze all of a sudden for no reason? You're sure you didnt' install anything or update anything?

I only have this comp for two weeks now. It's been acting like this since I got it.
The weird thing is that it only occurs with reboots. Which I don't do often since I just keep the comp running 24/7. When I completely shut it down and turn it back on it boots fine.

Check your NETWORK SETTINGS, especially if you left your NICS open on the last reboot. If your IP settings are on 'Auto Detect', windows has to 'detect' and 'assign' an IP on each boot, hence a slower boot time.
Workaround: Assign a Static-Fixed IP, that will speed up the networking end of Windows.
