Two members of my family are having the same problem with two completly different computers running WindowsXP. When you start windows the start button and taskbar seems to hang for a few minutes. Also, when it does come back to life (replays all the times you have clicked on it and flashes up about 100 times) the start menu is all black until you hover over the icons. When you click Connect To > the system also hangs. This is practically a brand new installation, both machines are well over-spec 1+ Ghz 256mb RAM etc. etc. pre-installed with XP with all the latest bug fixes/patches and no dodgy hardware. Any ideas?

it could be that you are using more than on e keyboard language as that can make computers hang for a time when starting up

Thanks but I really don't think it's that. It is a pause for about 2 minutes and never used to do it. Only recently (after about 3 weeks).

I get the same problem. Whenever I start my computer the taskbar hangs for upto 7 minutes. I can still use my computer, but microsoft programs do not work. My system is a standard Dell Latitude C600 with a C/Dock II.

I have exactly the same problem.
I have narrowed it down to the point that I know it is one of the services listed in RUN/MSCONFIG... but I don't know which one.
The reason I know this is when I disable all of the services (diagnostic startup) and reboot, there is no hang time.However, there are hundreds of combinations so to try to narrow this down by trial and error would be extremely time consuming.
Can someone please help us?

both me and my brother's computers did the same thing
they are both new dells
the problem stopped happening after a few months, not sure what i might have done to fix it

mmm. It seems that lots of people are having the same problem, but I haven’t been able to narrow it down enough or work it out yet.
I have posted on Microsoft's TechNet, there are a few suggestions on there (below) but nothing particularly helpful. It looks like it's down to us guys!
Microsoft don't seem to have a very good FAQ about problems like this, assuming they know about it that is. Maybe it hasn't been out long enough for all of these type of bugs to be reported.
I read another post on here which was similar. The user said that he/she went to Run > msconfig and then de-selected a Background Transfer tick box, three options down, and that worked. I haven't been able to test this yet.
Many users have said that the problem occurs after a month or so, like my case. Why would it suddenly happen after a short time I wonder?
Some users have also said that it could be due to Network card drivers and suggest that the Event Log is checked. None of the suggestions seem concrete enough. Does anyone know what the problem is likely to be? It is most frustrating when it is a new machine, in my case my girlfriends laptop and sisters new HP machine. It kind of rules out legacy hardware and also makes you feel helpless because you don't know what else to try. It's not like you have lots of software you can try to uninstall or hardware you can remove - it's just the standard setup.
Comments and suggestions most welcome.

Here's a status report:
I've enabled diagnostic startup in MSCONFIG
and have proceeded to add one service at a time. The problem appeared after I enabled "Network Connections"Then, I deleted the PPPoE connection to Earthlink DSL... Presto, problem is gone.
So, now I know what is causing my problem. But I still need to access the internet!
Can anyone tell me how I can have my DSL connection and a reasonable startup time?
I am extremely irritated.Does ANYONE over at Microsoft read these forums?

you have to disable TCP/IP protocol under your network card(thats how my firend resolved the problem)...

I posted this on your newest request, but will include it here too. I had the same issue until I removed 'Background Intelligent Transfer' from my 'Services' tab, via MSCONFIG. I removed other services too, but that's the one that stopped the hanging. Hope this helps.

Well, well, well. So I found others with the same trouble I guess. Maybe the exact same thing anyway.
Was about a month ago this DELL notebook with upgrade to Win XP HE began to startup hesitantly. Long after the upgrade though. My System Tray icons will pause for a minute or two and the mouse pointer will show waiting state if placed over Taskbar but I can run apps through desktop icons.
Then the desktop finally blinks briefly and all is as should be or so it would seem. What is still wrong is MSIE and OE, when run, show largest font size windows. After another several minutes the whole screen, taskbar too, flashes very obviously and all returns to normal.
All this time I've been scanning for viruses and looking for info regarding video adapter driver problems with XP.I'm going to try disabling that Background Intelligent Transfer and see what happens. TIA if it helps me.

I have the similar problem, xp won't hang on start up but after I close applications. sometime like after sending ICQ messages. the taskbar hangs for a while and come back to live. it's really annoying..

My system hangs too after startup. For about 30 seconds I can't acces system properties for example. I have disabled the Intelligent Background Transfer, but it doesn't help. I'm making this into a personal quest now... If there's any news I'll get back.

I've got the answer to our problem (at least mine). You'll have to disable system restore in computer properties. Now computer properties or the configuration screen wil pop up directly and will be directly workable too. The system restore option doesn't always work like it should anyway so disabling doesn't really matter. On my own computer I disabled it right away. Now I'm working on somebody elses machine and the problem popped up. My own machine spins XP professionel. This machine uses the Dutch Home Edition. At this moment I can't say if this problem only occurs in the Home Edition. Good luck all.

thanks to all that posted there thoughts i did uncheck tcp/ip last nite and disabled system restore and now it starts up right away. i had xp for almost a year now and was never able to start my internet service right away i would click on it and it did nothing for about 5 minutes now i can get right to it.

Who else got the problem solved successfully?
I must have tried a bunch of "solutions", but it hasn't been able to work consistently yet.
I've disabled:
-System Restore
Services:
-Background Intelligence Transfer
-Messenger
-SSDP Discovery
-Universal Plug and PlayThis is what I've seen suggested so far... still to no avail. I still need to wait upwards to a minute/two minutes before I can do much on the computer. This is pretty much a new WinXP install (within the last 3 weeks).

My 1-month old XP machine had just started hanging for about 2 minutes when running Outlook Express (or any other program requiring a Dial-up Connection) after powering up.
Luckily I found this forum and disabling the Background Intelligent Transfer Service did it for me!

I'm using Singapore's version of XP Home Edition. Been running this OS ever since the launch. Never had any problems with start-ups though. But one VERY frustrating thingy is...
My computer will freeze and hang like what you guys said. Not during start-up, but if left non-acive for around 5 mins. Especially nerve-wrecking whenever I'm watching movies.. then the whole thing hangs there.. and it takes at least 10 mins to wake up once again..
After it 'wakes up' though.. all other programs will take at least 5 seconds to even open up.
Have tried disabling hibernation, sleep, stand mode etc... Even turned off the power saving feature in BIOS but nothing helps...
*sigh*
