XP freezes (hangs) on reboot

XP computer freezes (hangs) on reboot at "Applying computer settings". Will not log in or a/thing. I can boot into safe mode, just not into normal windows. any help is appreciated.

Try holding down ctrl + alt and pressing delete twice when it freezes on bootup

try doing a system restore from safe mode to a date you know everything ran fine

I fixed problem by uninstalling antivirus software. I first had to go into safe mode, then disable the antivirus. Now works great.
