xp format, wont work!

when i try and uninstall winxp with a win98 boot disk, 98% into the format i get wrte protect error, retry abort fail.
I get the same error when trying to fdisk too. HD is fully functional in xp with no problems. I just want to do a clean install again due to some slowdown with apps.
