If you have SP2 you will be able to go into the control panel and click on the security centre. If you then click on windows firewall you will see that you are able to allow exceptions for programs that are blocked. You are also able to open ports.

"by whose authority?"

Window's Firewall only blocks incoming.
My opine is for any firewall that blocks both incoming and outgoing and is light on resources. (I like Tiny Personal Firewall for these reasons but since I have not tried them "all" then I can not state that Tiny is the best in the world. It is the best at my house though.)
