xp explorer.exe fails to start

Specs: XP Professional, intel duo E7200 1.59Ghz /3.24GBRAM
I have a dell inspiron 530. It started to run slowly so I used performance tool kit utility software on the system. Now when I go to start the computer, it loads the desktop picture & the curser only. No desktop icons appear. When I do a ctrl/alt/del... task manager appears & I click shutdown. Then an "end Program" -explorer.exe message appears. After 3-5 minutes, the system will finally shut down.
I have tried to do a system restore to a point I created before I installed the utility program. This didn't work and I still get the same outcome.

If I select restart from Task Manager, for a split second the desktop icons appear right before the system starts the shut down sequence...Any ideas?
