XP dosen't detect 2nd HD

I installed XP on a WD 200gig HD with a controller card.I then added a Maxtor 30gig to the controller card and set the jumpers for the WD and Maxtor for master and slave. The BIOS detects both drives but XP doesn't detect the Maxtor drive(slave). It's not in My Computer nor device manager. Any help with this problem would be greatly appreciated.
