Installed a generic driver for my modem. Second it finished installing computer rebooted. XP loaded up again, and rebooted after a few seconds. Pressed F8 to bring up options, and selected to load with previous working config.. Same thing, rebooted a few seconds after loading. Tried safe mode, but says can't find hal.dll.. reboot. Now it reboots within a few seconds of doing bios stuff with that error message.
Booted from 98 boot disk (because it is all I have). My D: partition is now my C:, and C: is missing altogether.
No idea how to go about recovering computer, or if my hdd is totally broken now, anyone had this problem, or have suggestions how to fix?

win98boot cannot find the drive c because probably winxo formatted in ntfs and not fat32 format. you should boot with fdisk from the winxp cd. go into bios and activate boot from cdrom, insert winxp disk and boot.
then you can reinstall windows on the top of your installation or format c before (clean installation)
