XP Desktop not loading.. HELP!

Not sure if this is where I should post my problem, but I have an employee in our office that is running on Window's XP. This morning when he started his computer up, he did something to make an icon on his screen called "Desktop Toolbar"
All of a sudden his icons (Everything on desktop) went away and now can only see his background picture.
When he restarts, he gets on and sees the toolbar & desktop icons very quickly then it goes awa. A blank screen of just his desktop background comes up and it locks. It will not let you do anything.
I got him into safe mode, but i'm not sure where to go from here or what a fix could be.

You need to find the program that's starting the toolbar. Check the obvious - look in Add/remove programs & see if there's a likely looking culprit. Run MSConfig & see if there's an obvious 'toolbar' program. Try System Restore to a time previous to the problem starting.

Right-click the desktop, Arrange Icons By, Show Desktop Icons or try system restore to date it worked
