I can get to control panel ok, but nothing there opens for me.

Go to the following. It is Kelly Theriot's site, a Microsoft MVP. All the listed are Registry tweaks. Scroll down to #256, left hand side. Download and run. Back up your registry or do a System Restore point to be on the safe side before doing anything. Note there are two different tweaks here, ignore the Disable. Hope it helps,
