xp cannot format second hard drive

cannot format second hard drive
ide 1 13 gig hard drive master
cd rom slave
ide 2 4 gig hard drive mster
cdrw slave
when trying to format 4 gig hard drive format does not complete ends with error
whole secondary channel ide is not recognised
need to go back in bios and mess with the settings b4 it will even post
cdrw works fine when detected
it is not a hard ware issue

i got the same error while formating with FAT32, but its succeeded with NTFS.
