XP boots, but no icons on desktop??

CPU/Ram: PIII 933mhz / 512ram

Here's my beef:

When I power up my PC all seems fine. Once it gets to the desktop, I see my wallpaper, but no icons, start menu, or anything! When I hit CNTRL+ALT+DEL and go to SHUTDOWN tab, than to LOGOFF "USER" it exits to the sign on screen, than I click my user name (which there is only one name which is the admin) and the desktop loads up fine. What might be causing this??
