XP backup has folders only no files

I do weekly backups of my XP system to a separate server. I recently had to format and reinstall XP. Upon restoring the .bak file from the server I get the folders back but no files. The folders are completely empty. The backup file size is 455MB. I know I don’t have 455MB worth of folders. How do I get my files back?

When you look at the server using ntbackup can you choose the folders and files you wish to restore?

Within the ntbackup window I can select individual folders but there are no visible files. I can also select the system state which I had backed up w/ everything else.
It does not make sense to me. I have a 455MB backup file but ntbackup only shows and only restores empty folders.
