Unfortunately Xcopy command is not a supported command in Windows XP Recovery console according to THIS MSKB.

Additionally, Recovery console will load only some of the drivers for your hardware, such as floppy disk, hard disk, and CD-ROM drive. Anything else beside those drivers (i.e., USB) is not supported or loaded according to this M$ Support WebCast.

In case you want to know why is this so, Fred Langa provided the best explanation for it. Quoted:

Windows XP's Recovery Console is a very restricted version of XP that's been stripped to its barest fundamentals--it's got just enough to get the operating system going, with none of the usual bells and whistles. This skeletal version of the operating system is intended to effect repairs and perform low-level maintenance.

Perhaps we can help if you will give us more details of the problem you have encountered.

What problem are you having specifically? Perhaps you can do an XP Repair.
