I want to "flash" an ISO image to a CF memory card under windows. The problem is that I can't seem to find any utility that lets me do so.

What is your end purpose? Are you trying to boot an operating system off of this CF card?

I'm wondering if you used something like ISOBuster to extract the files of your op. sys. & then copy those over to the CF card? Format it as FAT32 & see what you get.

Not enough info from you to recommend much more.
