I suspect that you must have at one time sent some files to the CD drive to be burned. They are not burned immediately, but are Stored in the 'c:\Documents and Settings\<username>\Local Settings\Application Data\Microsoft\CD Burning' folder. That balloon is poping up to ask if you want them burned now. Check the folder to see if there are any files in it.
