Workgroup not accessible

Have set up small home/office network using the wizard. Seems ok and have set up other netwroks using this and they worked perfectly. Setup uses 2 nic connected with a 20m xover cable. Original pc has usb cable modem and both pc's use this to access internet. This works fine. Problem is on both pc's when trying to view workgroup computers the message "workgroup is not accessible - you might not have permission to use this network resource - contact adiminstrator blah blah blah". The user is logged in as an administrator. This is the same for both pc's.
