OS: Windows XP Home
CPU/Ram: P4 3GHz /// 1GB Corsair P
Comment:

Everytime I try to shutdown or restart my computer it will start to do it but then will hang at the "Windows is shutting down..." screen and won't ever move. Anything I could to stop this from happening?

Go to control panel and click on power options click on advanced, tick off when I close my computer , shut down
