Hi, When I turn on my computer it won't boot up. I get to a screen that allows me to choose: Safe Mode, Last known config., and Start windows normally. When one of these options actually boots up the computer, it'll be ok for a minute and then reboot again. IS the Hard Drive DEAD?

The hard drive is probably not the problem. Try a System Restore or a 'Repair' install.

Do yourself a favor BACKUP!

On your Start Menu there is an entry named "Help and Support" with respect to System Restore that is where I suggest you start. Type System Restore in the Search field and take it from there. if that does'nt work ask for help on Repair Install.

Once I thought I was wrong, now I'm not so sure!

If you can't get past the XP loading screen then I recommend using a Recovery CD that came with your PC. If you don't have that then burn this .iso image file of a Recovery Console that should boot-up before everything when you put it in:

When you get to the Windows Setup screen, hit R to get into Recovery Console Mode. When you get there type in "chkdsk /f /r" without the quotes. It may take awhile to finish. When it's done, if you have any bad sectors, Windows will try to get any files in those sectors and move them elsewhere.
