wont boot after power off

pc will not start after power off--ie shutting power serge protector--but works fine if power is not disconnected-- can be started by repeating start attempts (via start switch) off-on

May be the MOBO battery. If yuou turn it off the charging circuit is off. Turning it off and and on reinstalls the charge circuit and brings a weak battery back up.
