Hello I have a 74meg WMV file which I need to burn onto a DVD so that it can be played by non computer based DVD players. Unfortunately I have no idea how to do this do I need to convert it to a MPEG or can I just burn it as a DVD-Video with Nero 6? If I do some how need to convert it into a different file format what tool should I use to do that? After conversion will Nero know what to do with it?

You want to burn it to DVD or just as a VCD What kind of file is it? pictures? video? If it is wmv and you have windows movie maker then you should be able to burn it that way to DVD. Movie maker will convert it over to DVD format. But for best all around veiwing then you should burn in MPEG and I am not sure as to whether nero converts over or not.
