WMP cannot access file error

Using Windows Media Player 8, suddenly I began getting a "Cannot access file" error when trying to reach a streaming video file.

I installed Media Player 9 (probably a mistake for other reasons), and I continue to get this error:

0xC00D11D2: Cannot access the file

I was able to resolve the issue once by deleting any WM files in the temp directory (c://documents and settings//local settings/temp), but, as soon as I closed WMP and opened it back up to the same URL, I again got the error.
