WinXP Usenet Posting Problem

I have been trying to post mp3 files to a few usenet binaries groups but they continually post as incomplete files although they appear as complete both when posted and retreived.
First, I tried posting using Power-Post 2000 v1.3 (Build 25) which indicated ~10 parts were posted. The equivalent number of parts showed up on the newsgroups and I downloaded them but they were small files and played only a small portion of the file. I also attempted to post using my newsreader (Agent v1.93/32.576) with the exact same results. I am using a cable modem and my news server is Giganews.
Could there be some setting in XP that is limiting the size of the posts? This problem is driving me crazy. Any help would be appreciated.

Every time I open up a webpage, I get the message "HTTP Error 403 - Forbidden. I think it might have to do with me getting a new IP address, but I don't know how to get one, and I don't know if that's what I need really need to do.
