I have xp pro 2600,
i had the same problems not auto shutting down after installing new m\board and cpu and clean install of xp.
I found if i leave a disc in my cd-rom
that windows keeps trying to acess it whan shutting down so have to power off mabually, but shutsdown ok with no disc in.
any ideas on solving this?

Have you got the latest driver for the CD Drive?

its a memorex cd maxx 52 and a philips pcrw 404k cd-rw, both use the windows drivers as they didn't come with any others and philips support site doesn't list my cdrw anymore.
