winxp shutdown reading cd

I have xp pro 2600, i had the same problems not auto shutting down after installing new m\board and cpu and clean install of xp. I found if i leave a disc in my cd-rom that windows keeps trying to acess it whan shutting down so have to power off mabually, but shutsdown ok with no disc in. any ideas on solving this?

its a memorex cd maxx 52 and a philips pcrw 404k cd-rw, both use the windows drivers as they didn't come with any others and philips support site doesn't list my cdrw anymore.
