Winsock Error 10091

Some programs like mIRC, AIM, PalTalk & ZoneAlarm all do not open. mIRC give an error when i double-click on the icon. 'Winsock error: [10091] Network SubSystem is unavailable'. And PalTalk says 'Cannot initialize socket library, error 10091: System not ready'. I did do a search on this and it says something about check if winsock.dll is in the right folder. well it is in the right folder and there's only one file of it. I also tried that LSP-Fix, that didn't work either. I would really like to fix this issue! Thank you.

That didn't seem to work, I did what it said and restarted, I still get those error messages on mIRC and PalTalk.

Have you tried reinstalling those two pieces of software? That may fix your problem.

I did try that, it still didn't work, I also tried doing an upgrade of windows xp from the CD, it was going then it said something about cannot access BOOT.INI and to go in Recovery Console and fix it?
