wininet.dll not found

Error msg. - Application failed to start because wininet.dll was not found. Re-installing the app. may fix this problem. Just my screen saver comes up. Tried to install wininet.dll through task manager but same error msg comes up. Please help

Just goes to the screen saver. Cant access thru start then run.
How do I get to the c prompt to type in the commands?

start/run and type in CMD

Have you tried tapping f8 and going into safe mode?

Thanks followed the instruction and was able to re install wininet.dll. Problem now is the file is being removed by a
Trojan - TR/Patched 827329
Any advice on how to get rid of this would be appreciated.
Ad-Aware identifies and quarantines this but keeps on reinstalling the trojan . If I restart the computer the trojan removes the wininet.dll and have to reinstall again.

would you recomend any specific trojan remover?
used malawarebytes and trojan still in the background

This does not remove the trojan - Trojan Rmover does not even detect it. Ad-Aware detects it I try to quarantine or remove it but is still there.Any other suggestions to remove this trojan?

Also coming up with the error msg internet explorer is missing file"file:///"
