WindowsXP won't load drivers

On boot up XP won't load all cd rom drivers.
It will not load this driver.
"WINDOWS\System32\drivers\cdrom.sys"
I have the cdrom that came with this 30 day old HP and I installed a Pacific Digital CDR burner in the last two weeks. I have tried the updates from Pacific, CD Creator, Windows Media player. No luck.
Please help.

\system32\hal.dll how do I get this driver back?
