Windows XP's missing cmmgr32.exe file

I'm using Windows XP OEM version. Upon using Norton's SystemWorks to see if everything is running well, I've been warned of a missing file: CMMGR32.exe. Is this a necessary file? Where is it on the CD? A search of the CD resulted in the discovery of a file called cmmgr32.hl_ which is obviously a compressed file resulting in CMMGR32.HLP when decompressed.
Anyone have this file?
Also: does anyone know a good site for an explanation of XP's "DOS" side. I've seen somewhere that the DOS side of things in XP is different from Windows 9x (I began with Microsoft back in the days of MS-DOS 3.3 and my first intro to Windows was 3.0).
