CPU/Ram: 1.8 Mhz AMD Athlon 256 R

I am lead to believe i have a virus. When my computer boots up I get an error message as soon as the desktop picture shows up. If I hit escape it goes away. If I try to click an Icon on the desktop or open any program, it'll take a long time to respond. After a couple of minutes the screen will flciker like it's just be rebooted or something. My Anti Virus (Norton 2003) will not detect this, I've been to Symantec.com to see if it was the Blaster worm but the removal tool said it was'nt. I want to reformat and reinstall Windows XP, but I'm not sure how, I know how to do it for Win 95 and 98, but not this. Do I have to create a start-up disk??? Where do I do that?? Any help is greatly appreciated.
