windows xp will not start

Specs: Windows XP, 512
I have a dell dimension 3000 that will not boot up even in safe mode when you power it up it looks as if its going to start but just keeps going in a loop so tried f2 and f12 to start in safe mode it starts to run in safe mode for a few seconds then stops

Check the CPU temperature in BIOS high temperature leads to auto shutdown of computer and open the case,see is your heat sink fan is working or not.

Ran the IDE drive diagnostics by pressing F12 during the Dell splash screen. Check for any error codes during the test. If it passed, then this is a software issue, you can either run a repair or reinstall windows.
