windows xp start up problems

I deleted some system files from Win32 directory.When I start up ,t says I can correct problem by using the CD setup program and by pressing the letter r when the first screen comes up.However the first screen never comes up.It's like it doesn't read the CD at all.I tried going into safe mode and I get nowhere.It keeps going back to the same screen that tells me to use the CD setup program.I tried a boot disk I had made and that did not work either.Does anybody out there have a clue as to what I can do????????

Do you have your BIOS set to boot from CDrom as first boot?
