Windows XP + SP1, then... cannot...

I'm using Windows XP (OEM), after applied SP1, I can't access Windows Update...
First I choose "Scan for updates", then under "Windows Update" menu (On the left hand side), item "Windows" is dimmed.
If I choose "Welcome" (On the left hand side), then it will show:
(i) Windows Update Error
Windows Update has encountered an error and cannot display the requested page.
...
Send error number to Microsoft (0x800A138F)

If you're using the legal version of windows xp, then try sending the error to microsoft, they can help....they'll tell you what to do, cause it's most likely a software problem.

I've tried to format my harddisk and install Windows XP in a clean environment and then applied SP1 again. Besides, I've tried integrate SP1 into a Windows XP CD before install... Above 2 situations also return the same result!!!
Does Microsoft restrict number of times of activation on the same machine?
... I've installed Windows XP several times before on the same machine, but before appling SP1, no problem occur 8-(

I've tried:
-----
Go to Start, then Run Type in "regsvr32 iuctl.d l l /u" to unregister the program
Find iuctl.d l l and iuengine.d l l and delete all instances of them
