Windows XP setup freezes

Installed new SATA Seagate 500GB, single install on Dell Optiplex GX 280, 3.0Ghz INTEL, SATA on motherboard

Dell hard drives have a hidden partition with an image of the system that is used to recover/reinstall the Operating System. A new drive will not have that image. You will have to go to Dell for help with replacing a hard drive.
FWIW to XP users: When you click on the 'Command Prompt' you are just causing the 'Command prompt' to be displayed. This prompt gives you access to NTVDM.EXE, the 'NT Virtual DOS Manager'.

Summary: At what moment does XP Setup freeze? Is it the same point everytime? Try using an XP boot disk, get into your Recovery Console (the XP boot disk will ask if you want to setup or repair from console)...
