I did a clean install of Windows xp pro with service pack 1 and got all the updates that were available. I went to install service pack 2 and it opens a box that examins your system. When it gets to "creating cabinets" during that system check it reboots my computer every time I try to install it,either from auto updates or from the full download I have.
Any help getting this thing installed?

I would say try installing SP2 prior to the updates. See if that does it.

You should have done a clean install of XP with Service Pack 2 slipstreamed/integrated. If you can't get it working, try that!
