Windows XP Safe Mode???

Ok whats up with my comp? Whenever I go to restart it in Safe Mode it loads all those safe mode drivers then the computer restarts...no safe mode...it just initiates the restart cycle...I CANNOT get into Safe mode at all...I have reformatted and this problem coninutes...SP2 has been installed and this problem continues...I do not know whats goin on...I tried unpluging the USB devices before i hit safe mode...no go...my hardware includes an ATI Radeon 9100 PCI vid card..a Pent 4 2.0 Ghz, Linksys Wireless G PCI card, ATI TV Tuner, and just all the other standard stuff like mouse and keyboard etc...Can anoyone help me..I am at a complete loss... Thanks!

insert a formatted but blank disk into the floppy drive and boot up to cause the machine to give an error message saying that the disk in the floppy drive is not correct. Then tap the Return key followed quickly by the F8 Key for booting up in the Safe Mode.
may be a virus; use your antivirus emergency disk if you have one.
