CPU/Ram: 749/256 MB RAM

I just recently bought a new hd and reinstalled windows. Now every time I start the computer, windows goes through the end of the setup again. It asks if I want to register, to choose a user name, etc. How do I get it to stop and just go straight to the logon? I did this step before and obviously don't need to do it again.

You shouldn't ignore activating your copy of XP. If you don't do anything to activate (register) within 30 days, your XP will cease to function.

If you do a repair install or a clean install you will be required to register.
